| Beginning January 1,
2011, All AFSCME Locals must be on a progressive dues system. What this means,
in short, is that your monthly gross salary will determine the amount of dues/Fair
Share fees that you will pay. Here you will find a summary of what Local 668's
proposal is. The subject was discussed in depth at the April general membership
meeting and will be voted on at the May meeting. President McGrane and Treasurer
Skone called a meeting with representatives from the Metro Council payroll department
on 4/12/10 in order to determine if payroll would be able to accommodate a progressive
dues/fees system. They indicated that they could. One hurdle cleared! Once the
new system is ratified by the membership, it must be sent to Council 5 and AFSCME
International for the final determination. We anticipate no issues from either
the Council or the International. The
following is a summary of information presented at the April general membership
meeting. Please read it carefully! After the summary, you will find a link to
a calculator that will enable you to determine what your dues/Fair Share fee will
be under the proposed system. But first, a few words of caution. You will need
Excel to open/run the calculator, and Excel must be configured to run macros.

E - Constitutional Amendments Adopted at the 2006 International Convention with
Future Effective Dates Article IX, Section 5: The
dues rates for all members of AFSCME local unions shall be determined through
a progressive dues system as determined by each council. As used in this Section,
the term "council" shall be deemed to include any local union that is
not affiliated with a council, and the term "local union" shall be deemed
to include any chapter, district or similar organization that is affiliated with
a council, as defined in this sentence, whether such organization is chartered
or not. As used in this Section, the term "progressive dues system"
means a system that determines the dues rate to be paid by each member on the
basis of such member's rate of compensation, including, but not limited to, a
system in which the rate of dues is determined as a percentage of a member's earnings,
a multiple of a member's hourly rate of pay, or pursuant to a graduated dues structure
based on levels of compensation. Where
would our dues be in 2011 without going to a progressive system?

Monthly
salary determined by ([Hourly Rate]*[Hours/Week]*52)/12. Not taken into account:
overtime, shift differential, leave w/o pay, etc. Maximum
monthly increase = $17.60 (affects only fair share fee payers); maximum monthly
decrease = $20.18 (affects only a few people).
With
$50.00 cap, higher paid full-time members' increases will be $6.41 per month;
without the cap, the increases would be as high as $25.72 per month. Cap currently
will affect 179 people. Moving
forward
$50.00
cap will be phased out over a period of (many) years - duration has yet to be
decided.
Future
dues increases will be handled by phasing out the cap and/or adjusting the percentage.
